&lt;p&gt;&amp;nbsp;&lt;/p&gt; &lt;p&gt;&amp;nbsp;&lt;/p&gt; &lt;p&gt;Is the death of the EU Constitution in sight?&lt;/p&gt; &lt;p&gt;&amp;nbsp;&lt;/p&gt; &lt;p&gt;France refused a ratification of the EU constitution last may, thus putting EU policy makers and opinion in a big disarray.&lt;/p&gt; &lt;p&gt;&amp;nbsp;&lt;/p&gt; &lt;p&gt;But the idea of a constitutional project inspired by France, rejected by the UK and suspended by the Netherlands cannot be described as the end of the EU constitution. Again, France has the responsibility to choose a strategic moment favorable to re-opening the EU ratification debate to enable other countries re-exame the ratification agenda. And to put the constituional debate back on the EU integration agenda.&lt;/p&gt;
